In a major step toward bolstering local addiction recovery and mental health services, Uptown Consortium, Inc. (UCI) allocated $10 million in federal New Markets Tax Credits (NMTCs) in January 2025 to help finance the construction of The Crossroads Center’s new headquarters. PNC Bank, the tax credit investor, provided an additional $1 million of federal NMTC allocation to the project.
Model Group is the lead developer and general contractor on the $18.3M project. The new facility will be 29,364 square feet at 2100-2136 Reading Road and will expand Crossroads’ capacity to provide vital, individualized care to those impacted by substance use and mental health disorders.
Federal NMTCs promote community development and economic growth by offering tax credits that encourage private investment in underserved communities to revitalize neighborhoods. The NMTC financing tool has been instrumental in Uptown Cincinnati. By driving job creation, improving access to services, and rejuvenating local areas, NMTCs are helping build a stronger, more vibrant Uptown.
Meeting Growing Community Needs
The new facility will offer comprehensive treatment options, including 26 inpatient beds, an outpatient treatment center and administrative offices. These services are critical as the opioid crisis continues to take a toll on Hamilton County, where overdose deaths have reached alarming levels. Once complete, the new headquarters will allow Crossroads to serve over 1,200 individuals annually, 60% of whom are expected to be low-income persons. The center has long been a leader in supporting individuals with co-occurring mental health and substance use disorders, with a special focus on women, women with children and other underserved populations.
Investing in Jobs and Workforce Development
The project is expected to create approximately 200 construction jobs, offering competitive wages and benefits. When the facility opens in late 2026, it will support 16 new full-time behavioral health positions while retaining more than 60 existing jobs. This investment reflects UCI's commitment to fostering quality employment and providing valuable training opportunities for local residents.
Increasing Access to Vital Services
Strategically located on the edge of Uptown along a major transportation route, Reading Road, the new facility will ensure easier access to services for individuals in need. The expansion is projected to increase capacity by 20%, allowing Crossroads to meet the rising demand for addiction and mental health services. The center will continue providing Medication-Assisted Treatment (MAT), residential care, and outpatient mental health services—critical offerings for individuals struggling with the dual challenges of substance use and mental health disorders.
